Strategic Environmental & Social Assessment (SESA)

SESA for policies, programmes and development plans, so that sustainability is considered before projects are designed.
We undertake Strategic Environmental and Social Assessment (SESA) to support effective and efficient decision-making, ensuring that sustainable development and other environmental considerations have been taken into account in policy, programme or development plans. We often join forces with planning consultants and local authorities in their strategic approach to development, and our work complies with the Environmental Management Act (Cap 191) and the Strategic Environmental Assessment Regulations, G.N. No. 153 of 2008.
Through a multi-disciplinary team we can conduct every stage of a SESA, from screening, baseline data collection, scoping, options appraisal and development of alternatives and mitigation to report production, consultation and monitoring. We can also work with plan-making authorities, advising them on best practice so they can conduct SESAs in-house.
Our seven-step process
- Step 1: Screening of the plan or programme under the SEA Regulations to determine the need for a SEA
- Step 2: Scoping and Terms of Reference, in consultation with key stakeholders
- Step 3: Preparation of the draft SESA report as per the National Guidelines for SESA, 2017
- Step 4: Consultation and participation: presentation and discussion of the draft with stakeholders
- Step 5: Revision of the draft: site verification and the Technical Review Committee
- Step 6: Finalisation of the report, with an ESMP and monitoring framework
- Step 7: Submission of the final SESA report
Recent SESA assignments include the SESA for the development of renewable energy in Tanzania (Ministry of Energy, 2026) and the SESA guiding preparation of urban and rural land use plans in 24 regions of Tanzania Mainland (Ministry of Lands, Housing and Human Settlements Development, 2024).
